Yes; and so the enigma remains: if a sentient species such as ours is unable to overcome or mitigate this "Law" - at least enough to ensure their own survival, then... we are indeed doomed.

...but you may have noticed my included qualifier, "...Humans -on Earth".

Might it be that Homo Sapiens Sapiens manages to get off the Earth, perhaps colonize and evolve in isolated disparate enclaves, some to acquire new resources and learn new technologies, and then return to...?

Or not.

I think the decision would have to be made on what would benefit mankind long term and the toughest problem to solve.
