The Doty Files – What is the Real Truth?

In the incestuous world of ufology there are often certain characters that crop up time and time again. Many of them are based in the South Western corner of the United States and have links to the intelligence services of the United States. Despite their constant muddying of the waters they seem to be the go to sources for many of the popular ufologists of today. Which perhaps also suggests something deeper going on.

One of these characters is Richard Doty. His name has recently been linked with an ‘investigation’ by Deep Prasad into the SERPO UFO hoax which also involved two other characters never far away, Hal Puthoff and Kit Green.

Recently another ‘personality’ who first parachuted into ufology last year Tim McMillan applied for and acquired Doty’s records from the New Mexico police. Which we’ll come to later.

But first, for those who don’t know, or just need a refresher here’s an overview of what we know (or maybe just think we know) about Richard Doty.

Richard Doty is a retired police sergeant having served over 25 years in the New Mexico Police. Before that, during the late 1970s until 1988, he was a former special agent for AFOSI (The United States Air Force Office of Special Investigations). He is also, seemingly, a maker of mischief on a grand scale in the world of ufology. Although it’s never 100% clear what his role really ever was he seems to have been involved with a lot of the craziness that permeated itself in Ufology in the 1980s and is still peddled today.

Stories of UFO crashes, clandestine groups (MJ-12) , alien/human exchange programs (SERPO), and captured aliens (dubbed EBEns) living on Earth are often attributed to Richard Doty. They form the subject matter for a huge amount of books, movies, video games, television shows, and websites. Doty has even claimed he was a consultant for the X-Files. Who knows what is truth and lies in the world of Doty? But there were a lot of lies.

Richard Doty first comes to light in the early 1980s when businessman Paul Bennewitz (pictured) reported receiving strange signals and seeing UFOs above the Manzano nuclear weapons storage site and Kirtland Air Force Base. Bennewitz’s home was in direct view of the base so he was in an ideal location.

The Air Force was extremely concerned that a civilian had observed what were in reality ‘secret projects’ (one involved tracking Soviet satellites, reading their data and reprogramming their orbits via laser pulses). If the information had got out it could easily have compromised the whole project as well as exposing Western agents operating behind the Iron Curtain during the Cold War.

Enter Richard Doty, who began by breaking into Bennewitz’s home while he was out. Learning the basis of Bennewitz’s theories, by checking his files and research notes, Doty discovered that Bennewitz believed aliens were mutilating cattle, abducting humans and implanting them with small devices for what he (Bennewitz) suspected were nefarious purposes. He also had made notes that these aliens were living deep underground in a base they’d constructed at Dulce, New Mexico and believed humanity was in deep trouble and there was a real intergalactic threat.

Doty then worked on fuelling Bennewitz’s beliefs. He provided Bennewitz with a rigged computer and faked documents confirming an alien presence. The real objective was to steer Bennewitz away from finding out what was really going on at Kirtland AF base. Bennewitz believed he was assisting the military while never seeming to question why he was being given such a hands on role?

Bennewitz was told that in 1947 a UFO crashed near Roswell. Then not long after a secret treaty was negotiated between the US government and the aliens. In return for alien technology, the government would let the aliens conduct abductions. He was also informed there was also an underground base occupied by the aliens at Dulce, New Mexico. Bennewitz was fed the story that aliens had reneged on the treaty and that US Special Forces tried to retake Dulce from the aliens, resulting in an underground battle with the aliens.

The Air Force even went out to the mountains outside of Dulce, put some old storage tanks and shacks there and planted fake air vents into the ground. Then Doty flew Bennewitz over in a helicopter to show him where the underground base supposedly was located. Eventually Bennewitz became totally paranoid, had a mental breakdown and was committed to a mental hospital in August of 1988.

The US Air Force intelligence services through Doty acted totally unscrupulously in their desperation to conceal their secret technology by destroying the mental state of a citizen they were paid to protect. Doty was shipped out to Germany shortly after. There a rumours that he was demoted and pressured to leave the Air Force from that point on.

Yet despite leaving the Air Force before the 1990s, Doty’s days in ufology were far from over. Hal Puthoff even recently claimed:


Richard Doty was a contractor for us, as were many other people. Some of his data could be verified, some could not. I happened to like him as an individual.

Doty was a New Mexico State Trooper after leaving the USAF in 1988. How could he also be working for Hal Puthoff?

FOIAing Doty

Way back in 2014 Alejandro Rojas started looking into the claims of Richard Doty regarding his involvement in the Bennewitz case. Doty had said in previous interviews he was simply “doing his job” and was ordered to do so by his superiors. These “jobs” apparently included breaking and entering private property, creating and releasing bogus but official looking secret documents, and lying to two U.S. Senators.

As some of this behaviour involved criminal acts, allegedly under orders from government employees , Rojas filed FOI requests and asked for a response from the Air Force on this matter. He was originally informed someone would give an official verbal response. But, after he had received the documents requested, the USAF then claimed they had nothing further to say on the matter.



What is often ignored, glossed over, or has just been lost to obscurity, is the fact that the first mention of MJ-12 was in a document that was alleged by Richard Doty, an ex-special agent for the U.S. Air Force Office of Special Investigations (AFOSI), to have been created as disinformation. He says he gave the document to UFO researchers while he worked for AFOSI, and was order to do so by his superiors. He says this was only one incident in a campaign that lasted years.....

Alejandro Rojas also filmed a 30 min youtube video based on his investigations. It includes Doty’s role in feeding Paul Bennewitz false information about UFOs and ET and convincing him there was an alien base at Dulce, New Mexico. Something which eventually turned Bennewitz paranoid and mentally unstable.



Doty remained steadfast that he had nothing to do with creating any documents with Bill Moore in regards to MJ-12.



He also stated that he was cleared of any involvement with the MJ-12 documents.



Rojas concluded:



Due to the extent at which the mythology created by Doty’s official or non-official disinformation campaign has worked its way into an alleged hidden history of Air Force and U.S. government secrecy, and due to the negative impact these events had on Mr. Bennewitz and his family, we deserve a response from the Air Force on their involvement, or non-involvement in this matter.

Mr. Doty is [was] now a sergeant for the New Mexico State Police, based out of Grants, and he continues to make wild accusations about the Air Force’s secret knowledge of UFOs and aliens. If he was not under orders to fabricate these documents, as he claims, then his employers and those he continues to attempt to perpetrate hoaxes upon, deserve to know this.

Finding Doty




Recently Tim Mcmillan, announced that he’d uploaded files from the New Mexico State Police on Richard Doty. Files can be downloads from his blog: Link

They relate to Doty’s service in the New Mexico Police Force only. If you want to know about German motorists thanking him for his help, or how he requested a new protective vest or his payslips etc. then fine. But there is nothing of any interest in over 300 pages across 2 pdfs that I could find relating to UFOs. Nor mention of his involvement in the SERPO hoax in the mid 2000s.

There is nothing regarding the complaints Shawnna Connolly made to the NM police about Doty harassing and threatening her over investigating his role in the SERPO hoax and challenging Doty’s claim he had attended law school and passed a New Mexico bar exam. Doty even brazenly made false allegations that he would expose her as a convicted felon...



...Richard Doty started privately emailing Shawnna threatening emails. He claimed to have some information about trouble with the law in her past and threatened to make those [sic] public unless she stopped talking about him. He was threatening to use a fabricated criminal past about Shawnna if she wouldn't remain silent about her findings. At one point in the evening, Mr. Doty sent Shawnna 8 emails in the span of one hour....

While the threats were disturbing, Shawnna would not allow Mr. Doty to intimidate her, and she contacted the NM State Police and forwarded this information & evidence of all of the threats to his immediate supervisor....

Shawnna heard back from his supervisor as a result of our report. Capt. Pete Kassetas of the New Mexico State Patrol [sic] assured Shawnna that Mr. Doty had been spoken to and would not be contacting her again. He also said that if for some reason she did hear from Mr. Doty again, she was to contact him right away. Shawnna asked Capt. Kassetas if the department was OK with Doty claiming to have passed the NM State Bar exam and presenting himself to be a lawyer—his response was that he couldn't talk to her about the details but that issue was also being investigated.

Shawnna hasn't heard from Doty since...

Then we come to another omission....

What’s interesting is that way back in October 2019 Tim made the claim via Twitter that these files show Doty was there when the NM police raided United Nuclear. Bob Lazar's Business that was then based in New Mexico.

Lazar was actually raided in 2003 when his company United Nuclear was based in New Mexico. At least according to this report

I might have missed it. There are records that Doty was part of a specialist explosives team. But I didn’t find anything that confirms Bob Lazar was raided in 2002 and Doty was there.

So what’s going on?

Nothing on SERPO, no complaint lodged in the file. Nothing about Lazar that I could see/

Did Lt. Tim hold back something? If so why? Or did I miss it?

The truth? That seems rhetorical -- possibly not -- but I'll oblige and assert the "truth" is a career of misdeeds, attention-seeking, and being at the right place at the right time. It's a conspiracy, no doubt, to continuously spread a cancer of disinformation...to what ends?

I don't think you have a concrete answer, but I'd hazard a guess Doty is living on more than a NM gov't employee pension and his means of obfuscating the truth is enumerated in the form of national security misdirection (i.e. the Cold War Soviets and the Internet savvy Chinese).

Or maybe he's just an outlier, a black swan event. I doubt it tho.

just finished the first page and i LOVE what im reading.


Doty is at the very least responsible for assisting in driving paul crazy and unleashing the might of US intelligence forces that Doty claims took over parts of the operation(NSA)

Paul B was a WWII vet and was a cooperating witness with the AFOSI's investigation, if they just told him to watch and observe and gave Paul a way to share his info in a closed system i think things would have ended alot differently

The sad thing is that Doty might have some real gems of info but now noone will ever trust him.....

No. No. No. Your own assertion above contradicts "the sad thing..." Doty is pertinent because people, as yourself, believe duplicitousness -- speaking out of both sides of their mouth -- isn't enough of a mitigating factor; you believe want you want, but deny what your logic and history of events plainly point out: their are no real gems and people like you hang on to the frayed ends of sanity to believe. Sad.

and like him or hate him he was in a place of power(apparently) in the AFOSI if he could make all this stuff happen like faking UFO crashes and showing the 'set' to civilians.

i dont think he knows one thing about real ETs only government cloak and dagger BS

Huh? Confessions?? Ok, you really didn't bother reading the OP and relegated yourself to the low-hanging fruit. So be it.

And why qualify "place of power" parenthetically with "apparently"? Doesn't that strike you as a red flag (if you're thinking critically)? Those are you own words, but this 'Doty Affair' (using sneer quotes) has you believing in something -- your own words speak to it. Doty is everything MM pointed out and the few things I added for clarification; edifying a case of misdirection/disinfo/etc. is inherently difficult, if not damn near impossible, but this is a clear case of proving a negative and I would hope you have the aptitude to respond in-kind.

I started a file on Doty’s tampering with the Cash-Landrum UFO case, but have published very little on it. I seldom employ the frequently abused term disinformation, but it’s appropriate for what Doty did in this case. Whatever one thinks of the Cash-Landrum witnesses, Doty raised, then dashed their hopes, and also negatively affected their attempt to bring the case to court. He’s still spreading lies about the case, using it to bolster his own reputation.

The fact that Kit Green and Hal Puthoff could consider this man a trustworthy colleague and friend is beyond puzzling.

I recon Isaac Koi is a valuable one to discuss all things Doty. He has had close dealings with the chap and by extension Isaac is a close associate / colleague/ friend or all three to Dr Kit Green , so who better than Isaac to bring something to the table re Doty? Yes he did come by a few days ago on your other thread MM re the Doty issue, but now you have created this wonderous Doty thread Isaac may change his mind and reveal the secrets of all things Doty😉. Isaac did indicate he was wanting some fun.

Because of Doty and his cohorts almost all that's been said and written about UFOs since 1975 must be tossed out the window, and that includes many long-after-the-fact "revelations' about very early cases that didn't surface until after 1975, including Roswell. All of it has to be considered as a direct or indirect reflection of AFOSI campaigns and dismissed as fiction.

This part of the Doty/Bennewitz saga I’ve always had a problem with.

The idea that AFOSI would disseminate disinformation to Bennewitz in order to cover up some secrets at a base makes little sense.

If Bennewitz had come upon some secrets then just order him to cease and desist.

I mean if you’re trying to hide something then how is that done by drawing attention to the base through Bennewit’s bizarre stories of aliens and alien bases. Indeed, this became a long drawn out scenario actually calling attention to the base. How does that make sense?

No, I’m not insinuating that I think some of the stories of Bennewitz were based in reality. Not at all. My take is that they used Bennewitz to spread disinformation to the UFO community having nothing to do with guarding any secrets at Kirkland or Dulce.

Let me make a couple of other points I think are important:

I’ve analyzed this stuff for a long time and have concluded some general facts.

The US UFO disinformation squad, in which Richard Doty was and probably still is an integral part of, operates in certain modes that have gone on since 1947.

One thing it's clear they do is utilize retired IC agents to infiltrate the UFO community to watch it and sometimes to spread disinformation.

When they do spread this false distorted information, they always use a template from one of what they feel are the crazies within ufology. In other words, they rarely concoct these tales from original thinking of their own. It’s as if, to use an occult analogy, the IC community like some demon, has to operate on the bizarre delusions of a particular Ufo buff. In other words, they won’t entice people out of the blue who hasn’t approached them or have any interest in ufology. They need material to work with, then they go hog wild in spreading disinformation through that individual. Sometimes they’ll suggest to a producer, for example, who is doing something on ufology some bizarre ideas and at the last minute will say: “sorry we can’t produce that alien film we promised you”. Many of us know that actually happened.

If one looks at the major disinformation points in ufology history, where a new meme or disinformation scheme is in the works, Richard Doty, during the time he worked for AFOSI and even after, seems to be lurking around. I seriously doubt that’s a coincidence.

I can add some small amounts from research I did a few years ago on this - from established sources X Descending, Chris Lambright interviews, Project Beta and Roja's site. Anything not accurate, mods feel free to mod.

- Since the writing of X Descending and Project Beta, there are interviews and evidence that strongly suggest Paul was at the Air Force base way before the official record. This might change what happened first, in terms of craft at Archuleta or above the house.

- Both Paul Bennewitz and Linda Moulten Howe were given Project Aquarius after investigating cattle mutilations. I believe Paul met Gabe Valdez at a Cattle Mutilation conference before everything started with Doty. He was shown an Altimeter that Gabe found. Seeing as Paul manufactured pressure gauges it wouldn't have been totally unfamiliar to him. This should have answered a LOT of his questions and put paid to any early ideas of aliens IMO. That it didn't is telling.

- I believe Richard Doty gave Bill Moore the Aquarius Teletype to give to Paul. Moore retyped it and has indicated what was changed and added. He has since revealed that there was Aquarius A, B and C.

- The common explanation is that what Paul witnessed was Project Starfire and Mr Doty had to protect that. There are problems with this. Dr Robert Fugate is the genius who invented Adaptive Optics, using lasers to remove atmospheric distortion. According to Richard Doty in one of the above interviews, a laser was then fired to blind satellites. However, Fugate (according to an online interview he gave) only moved his work to Kirtland, near Paul in 1979. It seems doubtful it was operational when Paul claims he saw the craft.

- Mr Doty's partner, according to X Descending and Project Beta, was one Jerry Miller. Apparently, the Head Of Reality Weapons at the base and former Bluebook investigator, Jerry, along with Richard and apparently Dr Fugate investigated Paul's "Gausse" machines.

Miller and Fugate's alleged involvement (I personally don't believe Fugate was involved) wasn't known until the early 2000s.

So why was MJ12, Fugate and Miller thrown under the bus in this mid 80s Aquarius 2 teletype?

To make a long story short, who decided to implicate StarFire in 1980 and Jerry Miller in the Bennewtiz affair? The whole claimed point was to distract Bennewitz from StarFire. I don't think Richard Doty can be blamed for not saying and I doubt he created it but I think it's likely he knows but legally can't say.

So the bottom line is WHO was giving Doty orders.

That name goes on the big picture list of suppressioists…..start in 1952 when there was still an official Government ruth element....beyond 1952 it is pure and complete BS....from 1952 till today is a daunting task but not impossible...its much easier to follow the lies than it is to follow the money.

There is much to mull over here of course. I felt it was better to cover Doty's long history of meddling with ufology as some of the new generation interested in the field have no idea about anything that happened before 2017.

The Bennewitz case is obviously problematic. Doty not only broke into private property - Paul Bennewitz's home. But was also party to sending the poor guy mentally ill via feeding him falsified information. So was he authorised to do so by superiors as Doty claimed? The fact he was never prosecuted speaks volumes to me.

But my main focus for the thread came from Tim McMillan's release of these new files from Doty's time as a State Trooper in Grants, NM.

I am really puzzled about two things that appear to be missing that I would have expected to find in the files.

Point 1



There are reprimands recorded against Doty. But absolutely nothing about complaints lodged against him by Shawna Connolly for harrassment after she exposed his role in the SERPO hoax.

Point 2


Why, back in October 2019, did Tim McMillan claim the files confirmed Doty was involved in a raid on Bob Lazar's business



I found nothing. Why did Tim originally make this claim?

And why would he leave out the juiciest parts about the Lazar raid?

He is claiming on Twitter that a major story is coming this week, probably Friday. Not clear how it is related.

He did upload the files in January 2020. But then shortly afterwards took his site offline to upgrade it all.
This story about Doty and Lazar is not that important in itself whether it's true or not. The fact that it was claimed to be confirmed in the files is strange though. Seeing as it isn't (unless I missed it).

I don't think the story will be about anything in the Doty files. Probably not related at all.
