They do it all the time in my fictional world where I created this story.
It's become part of my fictional Earth's canon. In my universe, around about 2008 China comes to collect, and the first half-white President at the time says "lol no, we're changing the payment plan!" before blowing a big fat raspberry.
This annoys China so they begin building Aircraft Carriers to assist future debt recovery.
Isn't imagination fun?
