It may possibly mean that, but there is no actual evidence that such is the case, and there is a rationale to the contrary.

Gallup's process is pointless if the data it gathers is not valid. They take great pains to ensure that they have unbiased results. If they couldn't be trusted in the larger public (and largely unpaid) concerns, they would lose trust in their smaller but more lucrative commercial polling business.

I could point out that other opposition politicians and Presidents have had similarly low ratings at times. You cannot reasonably accuse Gallup of partisanship if you look at their historical ratings.
