Instead of blocking WeChat directly which would raise a big response from the populace it’s more effective to block IP ranges or specific IPs. They have rooms full of people from countryside and college students looking for some extra cash watching stuff and blocking it on a custom app written in China. The app communicates directly to servers which blacklist addresses.
They can and do block ranges from being seen from outside China.

this number will swell to $400 million once they add my little project to the total. The estimate i worked up was going to be coming from a reserve fund as well.

You're making claims of Shanghai being mostly offline, which honestly wouldn't shock me given the Chinese government, but providing no evidence other than your word. Sorry, I wouldn't even know where to begin to find websites that are hosted out of the city.
