You have a lot of hurdles before you have a nuclear unmanned submersible. And most aren't technical.
Beyond that, the great advantage to an unmanned vehicle is they are relatively disposable. Particularly politically. Noone cares how many Predators
and Reapers we've lost over Afghanistan, Iraq, and Syria. People are going to care about losing an extremely expensive submersible with a reactor full
of fissile material.
Why not simply drop clusters of smart mines that wait patiently until "armed" via ELF activation message...
