He's been a legitimate (UN approved) target for longer than trump has been in office, with UN orders to stay in Iran. He could have been taking chicken soup to his sick grandma and still had the same results of little international outrage over him being taken out outside of Iran.

Even if it is true (it's not) why not announce it through regular diplomatic channels and send a person that doesn't have a ban by the UN on traveling outside Iran.

It's been pretty heavily documented over the last 20 years around the globe. Even the Bush admin admitted his role in killing or jailing Al Que'da and Mujahadeen fighters when they tried to flee Afghanistan post 9/11. Look for news and intel reports from 2001/2, 2014 from any paper that takes your fancy or November last year for news about the peace envoy mission.

Now, the same individuals are on TV (and other places) whining about terrorist Soleimani being killed.
