It is called inference. What you are talking about is a complete restructure of our entire tax system, which would add more government (to ensure corporate morality, lmao), thus more corruption. Pie in the sky. Until you rid people of their greedy tendencies, giving corporations more ways to exploit Americans (like your zero corporate tax) will not work.

Your idea would require multiple new Govt agencies for oversight, and no one wants more govt.

What the actual f are you talking about? There is no such thing as 'corporate morality', just like there is no such thing as corporations that pay taxes.

All you have to do is change a few rules that actually allow for corporate officers to be held liable - financially, and criminally - for any crimes or acts that are committed by employees of said corp that they knew or should have known about and stopped.

Accountability simply provides motivation to people to do the right thing. Accountability with teeth goes a long way to keeping criminals out of positions of power.

Obamacare was a republican proposed program, but the most important aspect of it was taken away because republicans wouldn't dare side with a democrat. If it was a republican president proposing that plan, it would have been championed.

The biggest problem we are facing as a nation right now is the 2 party system which divides more than it unites. We need a 3-4 party system here. It's a complete mess because you have 2 extreme opposite sides fighting constantly and doing nothing but pandering to hot button polarizing issues instead of working on what matters. Obama tried, but was fought every step of the way and now that Dems are doing it to Trump, republicans are suddenly outraged when they spent the entire 8 years of Obama fighting him on everything.

Who is to say these agencies will not be corrupt? Maybe give leniency to some, not to others, take bribes, etc. There will always be a way to game the system.

Of course, corruption is always something to be concerned about, and I agree that there should be some very strong laws in place to minimize it as much as possible, and more importantly, the punishments should be extremely severe, and it should be easy to prosecute offenders.
