Sounds bad the way you say it.

Reality is, he mis-remembered about when he spoke - twice - to the Russian Ambassador.

He did not lie. He was caught in a perjury trap. Even the FBI agents who interviewed him said they didn't think he was lying. It wasn't until Mueller got ahold of things that that changed...

Maybe... or, it could be because he was extremely limited in who he could talk to. He couldn't interview anyone who was no longer employed at the DOJ - so he couldn't talk to Strzok, Page, McCabe, etc... no subpoena power, etc etc...

Someone needs to remind Blumenthal that while there may have been 37 indictments in the Russia investigation, no one actually went to prison for conspiring to meddle in the 2016 election, not even the Russians who were indicted.

Blumenthal is trying to rewrite Horowitz's report by getting him to say that the FBI had sufficient information to renew all of those warrants against Carter Page that Horowitz has already said was part of the worst abuse he found.

Just compare the Mueller hearing (and his knowledge of his report) to mr Horowitz and his report!
Looking back, Mueller looks even worse!
