The real reason Pres. Bush is going back to the Moon is recent developments in autonomous robots and lowpower solar cells will make it possible by 2020 to turn solar cell making robots loose on the Moon's surface and once 2% of it's surface is covered w/ solar cells.
They will be beaming back to Earth double the amount of energy produced from all sources world-wide. We will then be the energy csars of Earth.
We will license microwave powered stations for energy production and hydrogen production for a energy hungry world. With this kind of tech we could produce 200X as much energy as used today from the Moon and solar cells in orbit.
