Low level? He seems to be one of the main Attorney's that was the Lead on the Carter Page FISA. A Central part of the CI operation (Crossfire Hurricane) surrounding the Trump Campaign and even Trump Admistration.

What does a Government Official have to actually do to do time?

The FISA courts very, very rarely reject FISA apps yet they did that the first time the FISA was sent to them.

Doctoring the App, even blatantly falsifying parts of it after such a rejection has to have consequences.

I will agree there are consequences in the cycle of life. If noone of consequence...epstein...cough-cough...people off themselves before their names are revealed, then yeah-

The judge coming out yesterday and reporting that the FISC court was outright lied to for the purpose of illegal wiretapping on Carter Page and as a result, the Trump campaign is a serious indication of wrongdoing by the FBI at the highest levels. Read it for yourself. This is a clear pattern of misconduct without question.
