I suggest you look up the word treason because nowhere does it require congress voting for war or for a war to be in progress.

It does cover some of the more extreme acts against one's nation or sovereign. On a side note, Trump is not a sovereign, but US national interest was in supporting Ukraine in their war with Russia. Trump withholding congressionally approved funds to Ukrain that was meant to aid in it defense to pressure a foreign governments president to aid his political campaign by publicly announcing investigations into a political rival was against the best interest of the US. And as such can be and should be deemed as treason.

Any politician who belongs to a different party or who have different aims or policies is by definition a political opponent. Look it up if you don't believe it.

Honestly, I believe it is law after he also signed off on it. There is a way he could have legally withheld it, but to do so he would have had to notify congress with the reason it was withheld. He didn't do so.
