While I hate to say this - the CF is still very much funded via their invested endowment.

Is it going to grow via donation in the near future? Probably not. But investments will keep it relevant for a long time.

If the CF has been found to not qualify as a charity, it owes back taxes plus penalties. I don't know if they could be charged with tax evasion for being Bill's private piggy bank.
