Based on the last election cycle, I don't disagree with your analysis one bit. I'm looking at the upcoming election. We now have 15 states which represent 192 electoral votes who have enacted laws that state who ever gets the majority of the national vote get their states electoral votes regardless of how their state voted. For example, Pennsylvania is now a compact state. Let's say they vote for candidate A under the last election those electoral votes would go to candidate A and the state is represented with the will of the citizens of PA no problem. Now under the new compact rules lets say California, New York and Illinois run up the vote total and Candidate B get the most national votes. Pennsylvania's electoral votes will go to candidate B not candidate A regardless of how PA went. That's what's scary about this.

I don't think PA is a compact state, though legislation went to comittee (or, a bill was presented), on July 9, 2019.

I wouldn't bank on any movement in the current legislative session, although it would be good to bring it to a vote and vote it down while both chambers have a solid (r) majority.

In fact, the current general assembly passed a resolution in favor of the electoral college, and against the National Popular Vote Interstate Compact.

THEREFORE, BE IT RESOLVED that the Republican Party of Pennsylvania supports the Electoral College and opposes the National Popular Vote Interstate Compact and urges the Pennsylvania Legislature to defend the Electoral College as created in the U.S. Constitution.

Now, I'm sure this didn't make it to the Governor's desk, but to me, it doesn't seem like PA is on board with the PVIC at this time.

Additionally, if it does come to fruition, I think it will bet smacked down by SCOTUS as it appears to skirt the representative nature of the electoral college system on a state by state basis.

I agree that this is a dangerous game, though, and definitely needs eyes on as the push from the left toward Democractic elections, rather than a represenative republic form of government is absolutely relentless. We are alreasy at a point where 50% of the population is willing to chase a vote for fee stuff. A democratic (popular vote) election whould be the line of demarcation for a ten-year timeline to the economic, and perhaps social collapse of the union.
