If this was the actual original baby Trump blimp from the UK, then it didn't cost them anything. It was totally payed for by a gofundme campaign.

Gofundme manufactures balloons for free?

And I don't know about that last part. The balloon(s) has been around awhile now, and its only just been popped. I think most people are indifferent to it, like "ok....?"
