I think that there should be a better Final Round in the ATS Debate Tournament. Instead of the Iraq Illegal Aggression, they should debate if 9/11 was
purely a terrorist attack, or if the U.S. Government had some kind of know about what was going to happen, and/or was involved in it.

I can't suggest an alternative topic off the top of my head,
BUT the proposed moot is actually a triple-header - it is not one concept under discussion, but three different ones that need to be supported or
rebutted.
That doesn't make for a good, clear, succinct debate.
I could be surprised. The debaters could agree what part of the moot is under the microscope, and take it from there.
