If I was going to do big launches for a secret space program, I'd probably launch stuff from somewhere that is far away from everybody and already has a fairly high level of security around it. That would put it on an island in the middle of the ocean, away from shipping lanes but as close to the equator as I could. Somewhere in a secure area east of the Marshall Islands, probably. Heavy work on the rockets would be done in Australia, with the staging and prepping done in underground facilities on the Solomon Islands.

Still the amount of personnel and equipment needed to be moved is gigantic Not to mention the cost

Considering the scale, is doubtful can conceal the scale of the operation

Consider the manned moon mission 50 years ago cost billions, Saturn V , largest rocket flown, was 360 feet tall and required massive building to erect, a giant tracked "crawler" to transport to launch pad What about all the personnel needed ///? Fuel storage and transfer ???
