Tough one indeed!

Being 9, does the child truly understand, I tend to think..kinda, but the level of understanding is an individual thing. One kid might get it, more than another.

For them to charge him with murder makes me think he told them he set the fire because he was mad and wanted to hurt them. Or something along those lines.

I agree.

Essentially a budding sociopath that feels no remorse for his evil actions but has not yet learned how to lie convincingly to cover up his guilt in those actions.

In other words, he hasn't had enough time yet to figure out what he's "supposed" to say, look like, or pretend he's feeling in order to divert attention from himself.

It's a good thing they caught him early or we would have definitely had another smart, evil & deadly sociopathic killer on our hands.
