The investigation is supposed to be open as well.

In fact, there is no impeachment, investigation or otherwise, without a vote of the full house. So says the Constitution.

Read the Constitution. It is plain as day. There is no impeachment inquiry without a full House vote.

Not the Speaker of the House, not some committee or committee chairman.

It says "The House of Representatives".

There is one way, and one way only that The House of Representatives officially acts, and that is by proposing and voting on House Resolutions.

It can be read no other way. It is crystal clear.
