Special Compartmentalized Information is "Compartmentalized" and thus restricted from access from people that otherwise have legitimate security clearance.

Presidential conversations with foreign leaders are classified, but not super sensitive SCI, so that invested stake-holders, State Department, CIA, NSA etc can understand Presidential Policy with a foreign country.

Trump had this transcript which contained no classified material and apparently others with Saudi Arabia and Russia moved to the unusual SCI server for super sensitive information.

If you look at the document released it has “SECRET//ORCON/NOFORN” at the top. Which clearly shows it had no reason to to place it in the ultrasensitive restricted access system.

If he was discussing anti-corruption measures with a president of a country that experiences rampant corruption, then that makes sense.

The thing you are ignoring is that ALL Presidential phone calls ARE already confidential (so your hypothetical foreign leader need not worry) - only a few are top secret. That server is intended for ONLY the top secret ones. Conversations discussing the agenda for next weeks conference in Madrid are Confidential - not for public release, but the Presidents staff may have to take action, make plans, prepare speeches, etc, etc, etc, based on the conversation. Conversations about the hit on Osama Bin Laden, might well expose intelligence sources that could put people in danger - that kind of conversation is Top Secret and should be put on the server.

Conversations about making plans to violate the US Election laws by the President of the United States shouldn't even take place, let alone wind up on a Top Secret Server like that. Political campaigning (legal or illegal) isn't even permitted from ANY Government office, let alone the White House.
