I doubt either side would vote on the first. The democrats would want a clause forbidding hate speech, and the republicans would want the scope of what is considered speech to be limited.

Is that necessarily a bad thing?

With all of the division in society people might be better off in a federal situation rather than a full union. Then the liberals and their liberal elite leaders could live in their gun free gender neutral state without foisting their views on everybody else.

The real truth is Only hand full of Democrates crossed the Isle to pass get the civil rights passed. The Democrates were very much against the civil rights bill.
