It is marketing..
It was a space opera fantasy built for the most economically robust demographic at the time...
Which in America was white men...
The point of Star Trek is you were supposed to want to be Kirk....a lazy way to make your audience put themselves in the shoes of the protagonist is
to make the protagonist as similar to the audience as possible..
TNG wasn’t just made for white men in 1970s America lol..
The spending power was no longer solely with one group.
So TNG they wanted you to want to be a member of the crew, not Picard specifically..
I see way more story telling mechanics and marketing than racism.
