Different thinking for the win! While most minds will be thinking bigger craft, more efficient/powerful rockets, etc., a simpler answer: inflatable craft. Love it!

A meter-thick layer of ice around this habitat would make it impenetrable to cosmic rays and anything but large, high-velocity meteoroids.

Just happen to reread your links and found this quote,

" As long as Northrop Grumman submits an acceptable proposal with a price tag that’s “fair and reasonable,” NASA will give its go-ahead."


It appears that there's always some little thing or catch.... In this case (as usual), it boils down to money and the cost factor.
