I am sure I remember old bill saying something to the effect of there are levels of secrecy that went above even the POTUS for reasons of plausible deniability there were some things he just wasn't told, information he didn't have access to.

Carter and Clinton both made the same promise. Carter later hinted that the truth was too damaging to reveal and Clinton said that there was nothing to ufos once he was in office.

I think that the president probably doesn't get told the whole truth.
