Wouldn't it be easier to investigate threats to Canadian security in Canada? Where does the goaltender in hockey usually stand?

Wouldn't it be less threatening to other countries? By sending spies into another country doesn't Canada transform itself into a threat? Isn't this initiative an invitation to foreign intelligence agencies to reciprocate in kind?

Hasn't the government, by openly admitting to this policy of increasing incursions into foreign jurisdictions, handed governments, like the government of China for instance, "plausible accusability" as a basis on which to defend arrests and charges laid against any Canadian in China?

Not just China, USA too. CIA and Canadian spy agency should be separated and should never work together. Canadians should work for Canadians not US. CIA was intended to be used as an espionage during cold war like KGB to other countries unlike the FBI. Stay the fk outta CIA wars.
