Being an ex-nuke tech myself, we had at our installation in Germany two types of howitzer fired tactical nukes , the m454(155mm), and the m422ca1e1(old 8"). Both have been phased out, while at the same time we were dismantling the Lance and Pershing II missile systems, due to the INF treaty.

What the most disturbing feature of any tactical nuke is the settings on it before the launch:

1. Surface burst, for instant troop and property damage
2. Air burst, for maximum troop/civilian damage over time, with the radiation spreading over a wider radius
3. Underground burst, with the warhead burying itself 5-10meters underground before exploding

Most nuclear capable nations have moved away from the megaton type warheads, and settled with the kiloton type. Megaton type warheads are too costly, and coould not be launched in a "tactical" situation, with opposing troops within a close(150-350km)range to each other. On the other hand, a tactical nuke, fired from a M114 howitzer, with a range of 200km, would still inflict maximum damage on enemy positions, with little damage to friendly troops.

There are too even worse weapons to be concerned about:

1. The Neutron Bomb: a Carter Era development, which has maximum civilian casualties, with little or no damage to property.

2. The SADM(Self Administered Detonation Mechanism), which is basically a backpack style nuke, weighing a bit over 125lbs., that a team of paratroopers can jump off a plain with, assemble when they reach the detonation point, be recovered, and set off with a remote control.
