NO, that's NOT what it "basically means"! What it means is, there are places in every country which are off limits to its citizens. This, for reasons of national security and a variety of other reasons. Can you go to live in the house of your president or king? That property is owned by your state/country, but you're not allowed to freely go there anytime you wish. It is not open to the general public. Your country's military exists on state/country owned land, but you can't just walk into one of their bases and just check out what's going on for personal entertainment and fun.
That, is what it "basically means".
Crazily enough, the same people who want to see the fun things that kill inside Area 51 (and thereby start up a new arms race) are the ones who would otherwise lament the present arms race

No one is trapped on the base. There aren't any aliens there, it's just a research base for classified aircraft and systems. I've known people that have been out there and at other remote locations in the area. They go into Vegas fairly often for shows and just to relax.
Could it be possible that those trapped in the base are actually looking for a peace and just as feed up with all the conflict and locked doors going on as we are? Having some more brain power on some of these tougher problems would be a good thing.

What if there had never been a nuclear bomb launched against Japan in WWII? Can you imagine if people had never learned how nuclear bombs work? For one thing, we wouldn't be facing off with Iran in the Middle East right now, and North Korea would not be anything near the threat it is.
