The vast distance between locations. Think of the amount of upkeep to maintain a rail vs upkeep at the few air ports. We have 3,000 miles coast to coast where London to Kiev is ~1,400 miles. It make sense on the coasts but not so much in the center of the country, if there isn't a lot of travel between cities. I'm not sure it would be feasible cross country - E to W coast.

Take a look at what happened in Cali, I think they spent like $100 billion and completed 1/3 of the rail and then stopped. They probably did this so they could claim the land they wanted.

Baltimore - DC - 38 miles
DC to Richmond - 98 miles
Richmond to Raliegh - 138 miles
Raliegh to Charlotte - 130 miles
Charlotte to Columbia - 85 miles
Columbia to Savana 135 miles
