Right, that's what I was asking. That document doesn't appear to prove Mueller ordered that Epstein shouldn't be prosecuted. I'm not saying that didn't happen, and I'm not defending Mueller or Epstein. Just that that document doesn't show what some are claiming it shows. The FBI Director doesn't personally oversee every single case the FBI gets its fingers on. Where's the documentation that Mueller directly helped Epstein avoid prosecution? This document appears to show it being handled at a lower level.
