Mueller stepped down from DOJ employment on the 29th of last month.

He is no longer bound by DOJ policies and is a private citizen.

I hate when leaders speak their mind after the decision has been made. Mueller agrees to be interrogated on July 17th, and they all want to weigh-in with their opinion, after the fact.

Trump himself is immune from prosecution due to DOJ policy.

The whole of volume 2, relating specifically to obstruction, is about Trump alone.

No charges were brought because Mueller cannot indict a sitting President. It is up to the Congress to pursue impeachment not the DOJ.

I believe that Mueller phrased the report in the way he did, to hand over responsibility for investigation of the President to the correctly appointed Constitutionally appointed body.

That is what I expect to happen at this forthcoming hearing.

Mueller could have recommended it.
Barr would then decide.
Mueller chose not to as there was insufficient evidence.
Had mueller recommended and barr denied ; barr would then have to explain why to Congress.

Surprisingly, there doesn't seem to be mention of the DOJ or Attorney General.

In fact as the AG and Mueller are part of the DOJ, they are restrained by exactly the same rules and unable to indict a sitting President.

Mueller could have recommended charges,
he did not.
Barr recommended no charges.

As there are no crimes charged, what pray tell will congress impeach upon?
Our laws require crimes, you lot may be different.

You lumping barr and mueller together highlights your foreign ignorance of our laws.
Just because no one has done it does not mean it could not be done.
