I have worked with professional GPS /GIS systems for about 5 years now and it is feasible to have a tracking device on a person, animal, or thing such
as your car. KY has used them since '98 to track Elk released to repopulate the Eastern Coal fields. I heard a talk from one of the program
managers and they did have website using arcview internet map server which is obsolete for the most part today. The collars the elk wore were rather
large but only because they contained a transmitting radio along with the GPS reciever as well as a battery and solar panel collar.
Today, as with most technology, things get smaller and more compact. In the US, we already have companies offering such tracking devices. Check this
