The letter clearly says that by not including the executive summaries, the Barr memo inadequately summarized their work, and it caused public confusion, because it also inaccurately summarized Mueller's conclusions, according to the letter.

Barr lied when he told Congress that he didn't know what Mueller's and his team's concerns were. But, they were clearly written in the two letters. IF there was still confusion on Barr's part, it would have been cleared up in their phone call, that he also did not tell Congress about, until he got caught with his pants down, having lied to Charlie Crist.

The problem is, if the AG overrules or disagrees with the Special Counsel in any way, he must report that disagreement to Congress. Barr is trying to wriggle out of that procedural requirement. guess we'll just have to wait and see if Mueller testifies and what he says.
