So after leaving the office of exonerations Trump held a press conference abut mueller saying:
‘You didn’t charge the President because of the OLC opinion. That is not the correct way to say it. As we say in the report and as I said at the opening, we did not reach a determination as to whether the President committed a crime.”

No charges
No crime

You probably should've listened to the entire hearing:


And asked earlier in Wednesday’s hearing by Rep. Guy Reschenthaler (R-PA) if he decided not to prosecute Trump, Mueller responded that “we made a decision not to decide whether to prosecute or not.”


The decision to bring charges or not was simply not decided. That doesn't mean that Trump isn't guilty of committing a crime, specifically, obstruction of justice.
