I don't know about any ,"finally," in regards to FISA abuse being looked in to. OIG Horowitz made it pretty clear after he issued his report on the FBI's handling of the email investigation that FISA abuse was going to be one of his next areas of focus, and he made that statement again recently:


“We have a FISA-related review that people might have heard about that the deputy attorney general asked us to take a look at. But I’m not going to dwell on that," he said at the event alongside three other inspectors general hosted by the Atlantic Council.


DOJ inspector general confirms yearlong investigation into FISA abuse is still active

BTW... Lindsay Graham is against making the Mueller Report public. And Senate leader Mitch McConnell just officially blocked making it public.
