The difference is, Orwell made an argument, complete with premises and conclusions. He didn't need to appeal to the populace, the dictionary, or any authority to tell him what to believe.

Again, the common dictionary records usage, not what a word should mean. If everyone started saying "fascism means to have left wing views", the dictionary would use that definition, and I guess you would just agree with it.
