Here is the thing as it stands:
The country of Venezuela is in the midst of turmoil started by Chavez, who took control over everything and is now being run by Maduro. There is a
contested facts as to who is in charge, and unfortunately, the world needs to isolate and stay out of it.
Russia did lend Venezuela money and seeks repayment, like any lender would. It also desires a second military base in the western part of the world,
beyond Cuba. Before all of this started, Moscow was in discussion with the country about such, eventually settling on getting to land planes on the
military bases, to refuel and allow for the pilots and crews to relax and then take off.
What Russia ultimately wants is another military base, where it can have ships, military personnel and equipment present.
While its surface Navy is lacking, and can not match the US surface Navy, however, its subforce is a viable threat, combined with its air craft, it
makes it a double threat.
In short, Russia is not kidding, it is not going to let this go, seeking to have closer military bases in an attempt to constrain the US. And it does
such, like China by offering aid to any country and then slowly move in with negotiations as to what it wants, in the end slowly getting military
bases and assets in place.
As appealing as many would want to go marching in, the winning move here is not to get involve, the last thing that the US needs is another mess that
it does not clean up, and what has happened in the past in Central America with the US foreign policy was not really any good for either that country
or the US either.
