Dashen, this could be coincidence but... the post you quote, in relation to #3180, is Q#2700...

Using a technique used by some of the twiiter decoders, if we take 2700 from 3180 we get to Q#480:

If we then look back at #3180 for some confirmation link, we find that:
Timestamp = 12:55
