Rand is just protecting his turf. Congress likes to remind people how important they are.
Once something is funded at any level, it is relatively easy to add supplemental funds. If it wasn't funded at all, it would be much more difficult.
Note that Q mentioned that the money was put in the DOD budget for exactly this purpose.

Quick example of what I mean about my previous rant. Dec 92, I'm in Somalia feeding starving kids (OMAR) because they are in the middle of a civil war. First insult, there will be NO Christmas dinner because that will send a bad message to the indigenous people. Then Daddy Bush decides he's going to visit the troops for Christmas. He showed up, it was god damned photo op for the press. Finally, and I will never forget it, a soldier shouted out "are you here for us or the press?". He got escorted out and was sent home for that.
