Hardly "dropped" as that implies its all spent. Now as we have seen with other huge spends whenever huge amounts are publicized do you honestly think all that will go towards "ethics"?

Another question to ask is "who donates" to these Institutions and will not expect some form of heads up or 1st bite of the cherry from such research.
