I'd be willing to bet that this was a recurring joke. He had a routine and a running gag. He dressed up in blackface repeatedly. Hence the name "coon man".

Next they'll find a (relatively) innocuous picture of him at some other event in black face, and they'll spin, spin, spin that since they found the other time, this KKK/black face picture obviously isn't him. Problem solved. Nothing to see here. No resignation necessary.

Yes he mentioned that it just was not the same time as the picture. I love the way everyone jumps to conclusions before there is much information. I doubt any of us old people who have any Southern Family had not seen youth jokes that would now be considered outrageous. That certainly has no bearing on what they believe about race as with the Indians and chinese populations.
