It doesn't say where at all, only the the POTUS must give information on the State of the Union to Congress. He could write in the back of napkin and send it via Congressional mail packet if he wanted to, and it would be legal.

The President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.” Article II, Section 3, Clause 1.


No date. No location. To be honest, for Pelosi NOT to allow it would go against the constitution. However, she cannot 'not' allow it. She is supposed to invite as ceremony and he gives the speech.

I take it most of you never took a Civics class...

Yah well I was once upset over Gore losing to Bush and I sure as hell never voted for the Commie, Obama and still I NEVER EVER wished either of them bodily harm or implied someone should assassinate either of them.
