Let's look from another angle. The guy might have been going to try to break into the house. He might have been a paedo knowing there were children alone in the house. Because if you notice he didn't start to lick the bell till he saw he was being recorded. A paedo going to break in suddenly discovers he's been spotted so he licks the bell, everybody laughs at him, he got away with it.
If they had connected the wires inside to the mains electric he would have surely gone away. That's being polite.
