Having heard this the following can be stated:

The president can propose and state such. But the control over the financial lies within the congress. Most of the time 2.9% pay increase is put into the budget, at the request of the President.

So it is not the whole truth.

Had they had a BIG pay raise in the last 10 years? You know the line directly before that one, he didn't re say raise in between, so stands to reason that's important context.
