The OSCE has caught Russia moving military equipment over the border. Then of course there was a period of time back when fighting was at its fiercest that many of the hospitals near the border were overcrowded due to the sheer number of soldiers being brought in. But I'm sure all of those men weren't injured in combat. Russia just has the most incompetent military on the planet and they all got injured during training.
