They quoted from the bill that it counts as regular, reportable income, so it would be taxable unless you have to report it and then it becomes some kind of deduction you have to file for on your income tax return.

Well, here's what the bill says...

(3) CARBON DIVIDEND PAYMENTS

‘‘(A) IN GENERAL
.—From the amounts in the Carbon Dividend Trust Fund made avail-able under paragraphs (1) and (2) of this sub-section for any year, the Secretary shall for each month beginning more than 270 days after the date of the enactment of the Energy Inno-
vation and Carbon Dividend Act of 2018, make carbon dividend payments to each eligible individual.

'‘(B) PRO-RATA SHARE
.—A carbon dividend payment is one pro-rata share for each adult, and half a pro-rata share for each child under 19 years old, of amounts available for the month in the Carbon Dividend Trust Fund.

‘‘(C) ELIGIBLE INDIVIDUAL
.—The term ‘eligible individual’ means, with respect to any month, any natural living person who has a valid Social Security number or taxpayer identification number and is a citizen or lawful resident of the United States (other than any individual who is a citizen of any possession of the United States and whose bona fide residence is outside of the United States). The Secretary is authorized to verify an individual’s eligibility to receive a carbon dividend payment.

‘‘(D) FEE TREATMENT OF PAYMENTS
.— Amounts paid under this subsection shall be includible in gross income.

‘‘(E) FEDERAL PROGRAMS AND FEDERAL ASSISTED PROGRAMS
.—The carbon dividend amount received by any individual shall not be taken into account as income and shall not be taken into account as resources for purposes of determining the eligibility of such individual or any other individual for benefits or assistance, or the amount or extent of benefits or assistance, under any Federal program or under any State or local program financed in whole or in part with Federal funds.

(3)(F) says it cannot be taken into account as income.

Oh, wait... that is for Federal Assistance. Maybe they did get this one right, since it is included in gross income... confusing bill, to say the least.

Now this thing shouldn't ever see the light of day. I'd be surprised if it passes the House even under Democrat control, but this is how they think. This is how much they want to control your life.

This ridiculous piece of garbage won't even pass the House. (let alone the Senate).

Still though, it's a prime example of the kind of BS that should automatically make voters want to call for the resignation of such idiots. (or at least, not ever re-elect them).

Taxes always hurt the middle class and poor. No matter how you raise them, we always get screwed. Having said that, it will never pass the senate.

####ing assholes in DC.

Apologies for the language.

Just no.

Greedy commie douche-twinkies.

Pathetic, moronic elitist asshat socialist fascist tards.

If I was too subtle, just PM me for how I really feel.

Ya that'd suck if they put a couple million Americans to work building infrastructure.

It'd suck even worse when we had 100% renewable, because then what would OPEC do?

Screw America first, we gotta keep these power companies whole. MAGA my butt, that *snip is gonna break up all those oligarchs monopolies!

Unfortunately many egalitarian policies eventually see the light of day
since Globalist are following a long-term agenda.

Therefore assuming a piece of legislation will never pass
is not a proactive strategy to fight against technocrats. They will
continue to push their agenda, until their detractors eventually die,
and/or enough of their educational/media consolidation has influenced
our children and grandchildren to accept their policies.

God forbid if your children are currently in an American public
school. You'll need to work extra hard to steer your children in
the right direction.

Is there a strategy to influence today's children who will be leaders
in power tomorrow? Children effectively educated to understand the
detriment of supporting emerging socialist/totalitarian policies vs a
Constitutional republic without interventionist policies.

To fight without a long-term strategy in war, is like fighting the
mongol hordes of Genghis Khan with a tooth pick.

Taxes don't change the climate.
This is the big leftist scam - nothing more than a money and power scheme.
Worldwide carbon tax -- becomes the backing for a new world currency, the carbon currency.
Modern fiat is created from debt.
Carbon credits = standardized worldwide debt.
One world currency becomes one world government.
It's not about the environment.
I'm pro environment.
This is a lie.

I'm almost at the point of being done worrying about it. Will likely be after my lifetime before it all goes to crap, and if it does, well, our kids are the ones who ASKED for this, despite our warnings. We won't be around to say "I told you so", so I think I'm just going to enjoy the time that is left and just say damn it all to hell....

Government an raise my taxes and I won't complain when they can show;

The VA running the best medical system in the world
Social Security has a surplus
Our public school system is the best in the world

And finally. . . when government can show that it is spending our money wisely and prudently, I will say, yes, raise my taxes.

But until that time, anyone who is for higher taxes can kiss my fat hairy ass.

Yeah ...

It looks like it won't affect any welfare you receive, but it still counts as gross income for tax purposes.

I find it very interesting that it doesn't affect welfare... especially that it is specified so clearly that it doesn't.

I voted for the guy and lean liberal but this bill is a pile of steaming crap and is cause to switch my vote on his seat.

If you have a problem with pollution than make polluting illegal. Don't come up with some convoluted tax scheme that won't fix anything.

I do have a problem with the various pollutants in the ecosystem, but I certainly don't think it has anything to do with the climate change we are seeing.

This is not part of the new green deal. You can read the new green deal here.
www.gp.org...

This IS part of the new green deal though.

Democratize monetary policy to bring about public control of the money supply and credit creation. This means we'll nationalize the private bank-dominated Federal Reserve Banks and place them under a Monetary Authority within the Treasury Department.
