Or that the decision was incorrect. In the meantime the order stands. And this order does not change the status quo (contrary to your claim) while the president's proclamation would.
Neither does it mean a higher court will not rule that the judge was out of his jurisdiction.

Section 1225(b) does not provide authority to deny application for asylum. It provides authority to grant (or deny) asylum. Read it.
