The problem with that is, she can still screw the 2020 election because she does not have to step down until her elected replacement takes office in
January 2021. She may even have more motivation to do so as she would not have a position to lose because she allegedly will not seek office again.
She will not step down now because she knows a fair and balanced member of the opposing party would be appointed to replace her.
