I don't know about the UK, but in America it is a long and difficult process to change genders. It takes years of getting approval by PhDs, getting tested regularly for hormone levels, and so on. Basically, by the time a born-man is a legal-woman, their hormones are so feminine that their penis won't "work", and usually they've already gotten a vaginal cavity and no longer have a penis at all.

A man who puts on a dress can't just automatically identify as a woman.

I thought that women in jail work out. If not maybe it's time to start.

Females only have the adrenal cortex for testosterone production (which helps in building muscle). Without testes, you can't get as muscular as a male.

Of course, prisons could starting forcing their female prisoners to take androgynous hormones, but that would seem to be an extreme response.
