The only possible benefit would be as an appeasement to the never trumpers, but nothing he does will ever satisfy them anyways.

He didn't plan anything, he suggested it.
I take the opinion of people like Alan Dershowitz over the internet any day. He felt it wasn't illegal and that even if they had try to implement that directive it wouldn't have gone through.
