Time to scour the DOD budget and see if some black project didn't just get cancelled this year. This whole thing reeks of Glomar Explorer 2.0, right down to the abrupt cancellation.

I wonder if they didn't have some NRO or missile defense payloads queued up for it.

Unless they still hold that contract and Allen was spending his play money chasing a new launcher. Now that Allen is gone, the board stops chasing the dream to keep the capability solvent and available longer.

Or Paul Allen was completely head over heels in love with the whole shebang and spent his money on a project with slim chances of success and a fringe at best commercial market. And now the bean counters are in charge.

Either is completely possible. I'd be stunned if he didn't at lease have contact with certain agencies or departments during the whole dev process. But it's a long way from a conversation to a contract.
